PCIe SSDs can only be used to cache a software RAID array. If you have a HW RAID Controller, the SSD for the cache must be directly connected to it.

As far as the CPU, according to this: http://www.cpubenchmark.net/high_end_cpus.html, your 1650 will fare better, but only by about 10%. I suspect the price difference will be greater than the performance difference and frankly, both CPUs are very very fast, so you will most likely run into Drive I/O issues before you run into CPU issues.

That is also quite the large RAID Array (6TBs). With only four drives, you will have to host very large files for that to be ever used. If it’s a typical hosting environment with blogs/etc.; you will also run into I/O issues well before you fill that up.

Then again, you can always have the server double up as a backup server.
